The animals can’t afford the national parks to shut down or lose protection because the umbrella species is dead. So they do everything in their power to pretend the tiger is very much alive, just being elusive.

The Owl assigns tasks every morning. Deer to round up the herds and fake alarm calls to get tourists excited about a hunt. Leopard, now in make-up, to sprint across foliage pretending to be a tiger. Rabbits to intermittently play tiger roars from a recording device.
